Inspired by the vision of the wise leadership to make Dubai Government a full-fledged smart city by the end of 2021, the Dubai Government Human Resources Department (DGHRD), in partnership with Hamdan Bin Mohammed Smart University (HBMSU), has revealed the launch of a new online training course, ‘Remote Working and Productivity,’ which will be available in both Arabic and English.
The release of the new course offering falls in line with the ongoing national efforts aimed at enhancing the efficiency, quality and reliability of remote work through the use of the latest technological innovations aimed at improving government work systems, driving in key results like the achievement of customer satisfaction, maintaining the welfare of society and improving the quality of life amidst the current set of emerging challenges that the whole world is currently facing.
The new e-course is considered to be significantly important as it represents a strong push towards reinforcing Dubai’s global leadership. The emirate was recently ranked as the second best city in the world for working from home or remotely for 2020 in a recent report issued by CEOWORLD magazine. According to the report, Dubai comes second to San Francisco, thereby beating 58 of the most important cities in the world in terms of cities that have a larger home-based workforce.
His Excellency (H.E.) Abdullah Ali bin Zayed Al Falasi, Director General, Dubai Government Human Resources Department (DGHRD), confirmed the department’s keenness towards implementing the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and the guidance provided in the January 4, 2020 document that aims to enhance government efficiency through investments in further developing human resources as an absolute priority to improve government performance.
H.E. Al Falasi said that the electronic training course launched by the department in cooperation with HBMSU entitled ‘Remote Working and Productivity’ falls in line with the framework of the department’s approach towards generalizing the remote work system, which DGHRD is working to establish, in line with the implementation of the human resources law of Dubai Government No. (8) for the year 2018. The law provides a number of features that are aimed at supporting job stability, including providing the option of working remotely and part-time, which would create a balance between career and personal life.
H.E. Al Falasi added that global studies, research and experiences have proven that employees who get options for remote work are more involved, productive and happier, proving the effectivity of this system of work. Remote work has great benefits, including raising levels of participation and job satisfaction for employees who have been given options of distance working.
H.E. explained that the remote work system has important gains in terms of job achievement, in addition to economic and social gains, like reducing operating costs, reducing traffic congestion and increasing production, especially for women workers, as the system gives them work flexibility and makes it easier for them to monitor their family affairs. The system also facilitates the task of working for people of determination, as it allows them to work at home without having to move around or having special equipment in the workplace, which increases the chances of integrating them into society.
The Director General of DGHRD pointed out that Hamdan Bin Mohammed Smart University is one of the leading educational institutions and the forerunner in the digital transformation, as it is one of the first educational institutions that has successfully launched smart education and provides distinguished educational courses for those wishing to improve and learn.
Dr. Mansoor Al Awar, Chancellor, HBMSU, expressed his happiness over the university’s partnership with the DGHRD, which is aimed at providing quality training that will improve and enhance the abilities of Dubai government employees to harness and adopt modern technologies in their work, mastering the tools of remote working, which has proven to be a solid pillar for keeping pace with the rapidly changing local and global changes.
Al Awar pointed out the importance of cooperation and coordination with partners to upgrade government capabilities and activate its pivotal role in reinforcing Dubai’s global leadership, especially after having been named as the second best city in the world for working remotely for 2020 by CEO WORLD magazine, in light of the unlimited support of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and the continuous guidance of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council and President of HBMSU.

The ‘Remote Working and Productivity’ e-course, which is now available on HBMSU’s Cloud Campus, is the result of a fruitful bilateral cooperation between HBMSU and DGHRD to promote and develop key competencies for the Dubai Government, providing it with the essential tools needed to facilitate people’s lives and enhance the welfare of society, which reflect the vision of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to make the emirate as the safest and most efficient, integrated and connected city for its citizens, residents and visitors.
The new e-course offering was created based on HBMSU’s commitment to support the national efforts to create a pioneering, distinguished and proactive government to serve the people. HBMSU is committed to put its advanced capabilities and pioneering experiences in the field of training and qualification in the service of aspirations aimed at providing employees of the Dubai government, from all job levels, with the essential tools needed to move forward in the process of continuous development. The move falls in line with the efforts to create and implement exceptional government services that will bring happiness to the people, in line with the set goals and objectives of the Smart Dubai 2021 strategy.
The partnership between DGHRD and HBMSU is an important addition to the university’s series of collaborations. The university recently partnered with the Ministry of Education, which resulted in the successful issuance of around 90,000 certificates of completion for the e-course, ‘Be an online tutor in 24 hours.’ The course was later globally released through a partnership agreement between HBMSU and the UNESCO Institute for Information Technology in Education, making it available in several languages. The release of the course was aimed towards enabling teaching and academic professionals to take the lead in distance learning. The recent achievement was a leading proactive step that confirms the leadership of the UAE as an influential force in bringing about positive and real change in the global education system.

The new course, which is available online in Arabic and English languages, is distinguished by a training methodology that aims to provide associates with a clear understanding of the concept of remote while also providing them with the tools used to improve efficiency and productivity and providing them with effective strategies to address and solve current and potential challenges. The first unit contains essential guidelines for successful remote work, while the second unit focuses on ways to apply remote work for enhancing productivity and enable effective communication using advanced digital applications such as Zoom, Microsoft Teams and others.
